Better supplier decisions start with the right questions, not the most polished pitch.
When a freelancer is the better fit
A skilled independent specialist can be the strongest option for a bounded task: an SEO audit, a set of product pages or a design deliverable. This works best when your team can set direction and review the output. Confirm ownership of files, accounts and documentation from day one.
When an agency earns its fee
An agency can make sense when you need multiple disciplines working towards one outcome or want someone to own the coordination. A site migration may involve development, content, analytics and search working together. Ask to see how the proposed delivery team collaborates, not just how many capabilities appear on its website.
Compare total cost, not rate cards
Include internal management, meetings, QA, software, handover, subcontractors and the potential cost of delays. Quote the same scope and acceptance criteria to both options. The lowest hourly rate is not necessarily the least expensive project.
Three buyer scenarios
Defined copy project: an experienced freelance writer may be ideal if you have editorial ownership. Complex website rebuild: coordinated design, engineering and SEO may justify an agency. Strong in-house team: an individual technical specialist can fill a narrow skills gap without a broad retainer.
A five-question decision test
Is the task precisely scoped? Can someone in-house manage and evaluate it? Would a one-person absence create a serious interruption? Do multiple specialists need to collaborate? Will you need ongoing ownership after launch? Give each question a low, medium or high impact and discuss the trade-offs before inviting proposals.
Red flags on either side
Watch for vague deliverables, unclear pricing assumptions, no named delivery owner and reluctance to discuss exit arrangements. Ask who actually does the work, what triggers a change request and whether you keep your source files and platform access.
Consider a hybrid model
An agency can own core delivery while a niche independent specialist supports it, or an internal marketing lead can coordinate multiple contractors. This only works when somebody is accountable for priorities, dependencies and quality; otherwise you simply become the unpaid project manager.
Questions for your shortlist
Ask for a practical timeline, relevant work examples, responsibilities, change-control terms and a handover plan. If the project includes a website, clarify redirects, hosting and source ownership. Our agency RFP template can help structure comparable bids.
